We can't determine if charitable resources are being used effectively without monitoring and evaluating our programs and learning from the results. Even generally highly cost-effective programs might play out differently in a different context, or when the current context changes. Unfortunately, Monitoring, Evaluation, and Learning (MEL) remains an underutilized practice in the animal advocacy space. This lack of consistent MEL application limits our understanding of whether or how animal and food systems advocacy projects are achieving change for animals. Without these insights, there's a risk of investing time and resources in programs that may be less effective or even net-negative.
The Mission Motor works to increase the adoption of MEL practices within the animal advocacy community. By providing support, training, and resources, we help organizations gather reliable, actionable data, identify areas for improvement, and test different tactics and strategies. We also foster collaboration through a MEL sub-channel on Hive Slack and by giving presentations and workshops. Our goal is to enhance the impact of current projects while building a deeper understanding of what works for animals in the long run.
We aim to contribute to an animal advocacy movement that is more data driven and in which more cost-effective interventions are being implemented.
We will achieve this goal through training and supporting organizations to use MEL, collaborating with funders and researchers on how to optimize findings from MEL, and community-wide sharing of knowledge and best practices.
The funding will be used to develop, implement and test different paths of spreading MEL through the animal community, working with different stakeholders such as implementing organizations, funders, incubators, research organizations, and animal advocates interested in MEL.
Our draft budget for 2026 is between 661k and 998k USD. With the minimum budget will continue our current training and support work, aiming to build MEL components for 30 to 54 organizations and support another 6 organizations to build robust MEL systems and in-house capacity, up to a level where they can sustain their MEL system independently and benefit from it for multiple years. With the upper budget, we can extend the more in-depth capability and structure building to 12 organizations and trial more complicated MEL support such as multi-stakeholder MEL and evaluations.
Through the Manifund EA Community Project, we aim to raise 9.5k USD. This will help us build further runway and broaden our funding base.

Nicoll Peracha, Director with over 25 years of experience in the nonprofit sector, primarily on management and organizational development.
Jamie Spurgeon, Program Lead and MEL Advisor with 6 years experience in MEL, evaluating animal charities and researching the impact of interventions.
Laurel Lunn, senior evaluation and research specialist with over 13 years of cross-sector MEL experience.
Koushik Raghavan, experienced MEL Advisor with a research and teaching background.
Katie Plathonoff, a Program Design and MEL specialist with over 12 years of experience working on animal advocacy and development & peacebuilding programs, with a focus on building MEL capabilities and culture.
If organizations do not engage sufficiently with the MEL training and resources created, this will risk making improvements to their programs. According to animal organizations, lack of capacity to engage with MEL is the most important barrier to uptake of MEL. We aim to mitigate this through high levels of direct contact and by focusing resources on organizations that showcase a willingness to practice MEL and potential to increase capacity for this topic.
Our funding for 2026 is allocated by Coefficient Giving (experimental grant), Craigslist Foundation, EA Animal Welfare Fund, Effectiv Spenden, Stray Dog Foundation and private donors.

In 2025, demand for our support almost tripled compared to 2024. We have found that organizations will make meaningful changes based on MEL insights when they have adequate support and tools.
Our assessment of existing research showed a positive correlation between strong MEL systems and improved program outcomes. This validated our approach of building high quality parts of “right-sized” MEL tools and systems, focused on collecting meaningful data that can inform decision making, rather than overwhelming organizations with excessive measurement.
The Mission Motor’s work in 2025 resulted in increased MEL knowledge and attitude, with partner-organizations completing 19 changes to processes and programs by the end of the year, and another 17 changes in progress.
Together with the organizations, we completed 58 MEL components. Theories of Change remain our most common deliverable (24). We think this is an appropriate representation of the needs, since MEL is still nascent in the animal movement and most organizations need foundational work.
Program design, amongst which creating a Theory of Change, emerges as an important driver for change, and therefor for TMM's impact.
What are your next steps?
In 2026 we will
1. Increase the number of organization receiving the more in-depth MEL System's Building Support. This will help test the second part of our Theory of Change, namely if strong MEL systems indeed will lead to improved program outcomes (as the research suggests), and how long that effect will last.
2. Focus our stand alone support on building program design elements.
3. Continue working with funders.
4. Test supporting an incubation program with their MEL education.
Is there anything others could help you with?
As we are entering a part of our Theory of Change that brings with it longer feedback loops, we would welcome donations for both 2026 and 2027.

My partner (Nadja Flechner) talked to Nicoll at EAGx Amsterdam and was impressed with Nicolls drive, knowledge and enthusiasm. She gave great advice to my partner about M&E, and it seems clear that other organisations would benefit from better M&E so organisations can better achieve their goals, figure out their impact and hopefully how they can more effectively help animals!

We're gearing up to implement our 2026 plans, step by step moving towards providing longer-term support to matched organizations with high potential to benefit improved MEL systems. We'll also continue our work with funders, and will pilot expanding our services to support incubators so their incubatees start their projects with robust basics in place. We've evaluated our work so far:
From mid-2023 to 2024, we worked with 27 organizations: 19 organizations received short-term support (up to 3 months) and 8 organizations received longer-term support (4+ months).
Together with the organizations, we've completed 31 MEL deliverables, including theories of change, monitoring frameworks, and data collection tools.
We have found that organizations will make meaningful changes based on MEL insights when they have adequate support and tools.
Among nine organizations we worked with extensively, we tracked 16 implemented changes to processes and programs and 13 changes that are still in progress:
One group completely redesigned their meat reduction program after data showed their target audience was unlikely to change. This led to focusing on more receptive demographics.
Another organization shifted significant resources to outreach after their theory of change analysis revealed it was a neglected but crucial component of their strategy.
A third group eliminated leafleting from their program after reviewing evidence of its effectiveness.
Organizations reported that The Mission Motor’s hands-on guidance in data collection and interpretation helped enable these changes. As one of the supported organizations mentioned “MEL has been something we’ve wanted to do for a long time. The tailored, personal support from The Mission Motor has been huge. Having an expert's input at the start saved us so much time and helped us avoid reinventing the wheel.”
What are your next steps?
As next steps, we will try to tackle two main challenges identified:
1. MEL is perceived as complex and time consuming
2. Sustained impact will require systematic integration

simplifying our MEL tools to make them more accessible while maintaining their effectiveness.

For 2025 almost two-third of our budget is filled. As we aim to support approximately 50 organizations with ad hoc requests (providing feedback and resources), and 42 organizations to develop MEL tools or (part of) a MEL system, we would welcome donations to fill our current funding gap, up to USD 116k.

We had not yet tried to do so. At the moment we think this would require so many assumptions that we won't be able to reach any sensible number. As we progress with our work and collect more data, it becomes more likely we can do this.

My partner and I made notes on all of the projects in the EACC initiative, and thought this was one a good one some really strong competition. It wasn't top tier for either of us, but we wanted to give a token of support - there were so many projects we would have liked to support on here that I hope you take this as a strong emotional positive support, even if it might not help much materially. We really think the value of gathering data in general is high, though would have liked to understand more concrete examples of what and how much data you would gather, how you would do it, and some kind of credences of concrete value.

I agree, I could have been more concrete. I can give you some examples of the types of data data the organizations will gather: output/activity data (e.g. number of trainings, emails sent, articles published), targeting data (e.g. demographics), engagement data (e.g. opening rate of emails, analyzing comments on social media, participation rate in polls during a workshop), feedback data (e.g. satisfaction), and financial data. Analyzing this data helps organizations assess their progress and adapt when necessary.
I can't say much yet about how much data the organizations we support will collect as we haven't been on the job long enough yet. We'll be able to say more about this 6 to 12 monhts from now. We'll regularly publish learnings and progress reports, so more info will follow :-)

This work helps animal welfare organizations iterate and improve their interventions for higher impact. It also helps funders identify the most promising, cost-effective interventions to invest in as well as what iterations and learning questions need further investment to build an animal welfare program towards effective scale. This data capacity building is currently missing from the animal welfare movement and could increase the confidence of data driven funders in the future.

Great people, great project! I have already learned so much about MEL at their monthly meetings. But, not only online, where every month there is an exciting presentation followed by an informative discussion, but also in person you can learn a lot about MEL. This year at EAGx Utrecht, Nicoll gave a particularly interesting presentation on Theories of Change. So I absolutely support this awesome project and the awesome people behind it!

I think, for the longest time, I thought of MEL in animal advocacy as something that all the larger and more established organizations have figured out. It's quite an insight to first learn about MEL through The Mission Motor and then discover how many of our movement's most prominent organizations seem to not only not have it figured out, but are actually lacking quite severely. Systematically approaching impact evaluation is something that I consider to be core-EA, and something that the farmed animal movement appears to be quite far behind on.
